The Lede: Palestinians Record West Bank Protests With Cameras Supplied by Israelis

While journalists have found themselves scouring the Internet in search of video from protests across the Middle East recently, one protest movement, by small groups of villagers opposed to Israel’s security barrier in the West Bank, has gotten far less attention.

Even so, there is no lack of footage of the weekly protests that my colleague Isabel Kershner described last year as a sort of slow-motion, “part-time intifada.” That’s true in part because an Israeli human rights group, B’Tselem, has distributed video cameras to Palestinians to make sure the demonstrations do not go undocumented.

This week, B’Tselem released a video report made from footage shot by two Palestinian residents of the town of Nabi Saleh, outside Ramallah, showing, the rights group said, the use of “disproportionate force” by Israeli officers to disperse a protest there last month.

Yoav Gross, the director of B’Tselem’s video department, confirmed in an e-mail to The Lede that the Nabi Saleh residents who shot the video, Bilal Tamimi and Nariman Tamimi, had both been given cameras by the Israeli rights group. He added, “in addition to supplying us with footage documenting the demonstrations, they also distribute materials independently,” through Bilal Tamimi’s YouTube channel, which features extended clips of demonstrations in the village over the past year.

Sarit Michaeli, a spokesperson for B’Tselem, said that the footage of the incident last month was also used in news reports on Israeli television which questioned the use of force shown in the video. In response, a spokesperson for the Israeli Border Police called the video “one sided” because the Palestinians featured in it were “those who attacked the police officers and attempted to release an arrestee from detention.”

Ms. Michaeli said that the rights group took time to verify and cross-check the events shown in the video before issuing a formal demand for an investigation of the use of force by the officers.

An American activist, Christopher Whitman, was wounded while filming the same demonstration. He was struck in the head by what he described as a tear gas shell fired by an Israeli officer.

More footage of the same demonstration was posted on YouTube by an Israeli video blogger, Israel Puterman, who frequently films West Bank demonstrations.

Nariman Tamimi’s husband, Bassem, is currently on trial in an Israeli military court for his role in organizing the weekly protests in Nabi Saleh.

The Palestinian activists have also used the cameras provided to them by the Israeli rights group to record what they describe as a broad effort by the Israeli security forces to quash their protest movement.

In January, the activists filmed these two clips during a night-time raid on the village, as Israeli soldiers went house to house to photograph children and young adults to help them identify anyone throwing stones during clashes.

Footage of the night raids was also broadcast on Israeli television. A military spokesperson told Israel’s Channel 10 that the measures were necessary to maintain order and security.

A few days later, Nariman Tamimi filmed this video, showing the arrest of an 11-year-old boy, Kareem Tamimi, and his mother’s desperate attempts to pull him away from the security forces:

Just before that arrest, Bassem Tamimi, the protest organizer, claimed in an interview with Joseph Dana, an Israeli-American activist and blogger, that children in the village were being arrested as part of an effort to “apply pressure on our resistance.”

Health Insurers Making Record Profits as Many Postpone Care

The UnitedHealth Group, one of the largest commercial insurers, told analysts that so far this year, insured hospital stays actually decreased in some instances. In reporting its earnings last week, Cigna, another insurer, talked about the “low level” of medical use.


Yet the companies continue to press for higher premiums, even though their reserve coffers are flush with profits and shareholders have been rewarded with new dividends. Many defend proposed double-digit increases in the rates they charge, citing a need for protection against any sudden uptick in demand once people have more money to spend on their health, as well as the rising price of care.


Even with a halting economic recovery, doctors and others say many people are still extremely budget-conscious, signaling the possibility of a fundamental change in Americans’ appetite for health care.


“I am noticing my patients with insurance are more interested in costs,” said Dr. Jim King, a family practice physician in rural Tennessee. “Gas prices are going up, food prices are going up. They are deciding to put some of their health care off.” A patient might decide not to drive the 50 miles necessary to see a specialist because of the cost of gas, he said.


But Dr. King said patients were also being more thoughtful about their needs. Fewer are asking for an MRI as soon as they have a bad headache. “People are realizing that this is my money, even if I’m not writing a check,” he said.


For someone like Shannon Hardin of California, whose hours at a grocery store have been erratic, there is simply no spare cash to see the doctor when she isn’t feeling well or to get the $350 dental crowns she has been putting off since last year. Even with insurance, she said, “I can’t afford to use it.” Delaying care could keep utilization rates for insurers low through the rest of the year, according to Charles Boorady, an analyst for Credit Suisse. “The big question is whether it is going to stay weak or bounce back,” he said. “Nobody knows.”


Significant increases in how much people have to pay for their medical care may prevent a solid rebound. In recent years, many employers have sharply reduced benefits, while raising deductibles and co-payments so people have to reach deeper into their pockets.


In 2010, about 10 percent of people covered by their employer had a deductible of at least $2,000, according to the Kaiser Family Foundation, a nonprofit research group, compared with just 5 percent of covered workers in 2008.


Doctors, for one, say patients’ attitudes are changing. “Because it’s from Dollar 1 to Dollar 2,000, they are being really conscious of how they spend their money,” said Dr. James Applegate, a family physician in Grand Rapids, Mich. For example, patients question the need for annual blood work.


High deductibles also can be daunting. David Welch, a nurse in California whose policy has a $4,000 deductible, said he was surprised to realize he had delayed going to the dermatologist, even though he had a history of skin cancer. Mr. Welch, who has been a supporter of the need to overhaul insurance industry practices for the California Nurses Association union, said he hoped his medical training would help him determine when to go to the doctor. “I underestimated how much that cost would affect my behavior,” he said.


Dr. Rebecca Jaffe, a family practice doctor in Wilmington, Del., said more patients were asking for the generic alternatives to brand-name medicines, because of hefty co-payments. “Now, all of a sudden, they want the generic, when for years, they said they couldn’t take it,” she said.


The insurers, which base what they charge in premiums largely on what they expect to pay out in future claims, say they still expect higher demand for care later this year. “I think there’s a real concern about a bounce-back, a rebound, in utilization,” said Dr. Lonny Reisman, the chief medical officer for Aetna.


Because they say they expect costs to rebound, insurers have not been shy about asking for higher rates. In Oregon, for example, Regence BlueCross BlueShield, a nonprofit insurer that is the state’s largest, is asking for a 22 percent increase for policies sold to individuals. In California, regulators have been resisting requests from insurers to raise rates by double digits.


Some observers wonder if the insurers are simply raising premiums in advance of the full force of the health care law in 2014. The insurers’ recent prosperity — big insurance companies have reported first-quarter earnings that beat analysts expectations by an average of 30 percent — may make it difficult for anyone, politicians and industry executives alike, to argue that the industry has been hurt by the federal health care law. Insurers were able to raise premiums to cover the cost of the law’s early provisions, like insuring adult children up to age 26, and federal and state regulators have largely proved to be accommodating.


But 2014 and 2015 are likely to be far more challenging, as insurers are forced to adjust to the law’s greatest changes, like providing coverage to everyone regardless of whether they have an expensive pre-existing condition. “I think they’re going to go through a winter,” said Paul H. Keckley, executive director of the?Deloitte Center for Health Solutions, a research unit of the consulting firm Deloitte.


And while the slowing down of demand is good for insurers, at least in the short term, the concern is that patients may be tempted to skip important tests like colonoscopies or mammograms. The new health care law will eventually prevent most policies from charging patients for certain kinds of preventive care, but some plans still require someone to pay $500 toward a colonoscopy.


In recent times, insurers have prospered by pricing policies above costs, said Robert Laszewski, a former health insurance executive who is now a consultant in Alexandria, Va. The industry goes through underwriting cycles where the companies are better able to predict costs and make room for profits. “They’re benefiting from a very positive underwriting cycle,” he said.


“Maybe managed care is finally working,” he said. “Maybe this is the new normal.”


Still, he emphasized, health care costs, even if they are rising at 6 percent or 7 percent a year, are increasing at a much faster pace than overall inflation. “We haven’t solved the problem,” Mr. Laszewski said.

Syria Tries to Defend Its Record to United Nations

Ambassador Bashar Jaafari, the Syrian envoy, repeated the government’s claim that the unrest at home was the work of as yet unidentified foreign agitators trying to undermine Syria’s stability and that armed infiltrators were responsible for the shooting of protesters.


“This unrest and riots in some of their aspects have hidden agendas,” Mr. Jaafari told reporters. “Some armed groups take advantage of the demonstrations; they get within the demonstrators and start shooting on the military men and the security forces. This is why there are many casualties.”


Mr. Jaafari also defended President Bashar Assad’s record, saying that more political reforms were coming on the heels of Mr. Assad’s decision to lift the emergency law.


“President Assad is a reformer himself, and he should be given the chance to fulfill his mission in reforming the political life in the country,” he said.


Government opponents openly mock both assertions. Syrians, not foreign agitators, are demanding basic freedoms that have been denied them for the 40 years in which the Assad family has run the country, they say. Although Mr. Assad, 45, promised reform when he inherited the presidency from his father 11 years ago, he has put none in place — instead, they say, the government has strangled any nascent reform movement by jailing its leaders for years.


But efforts by the Security Council to issue the mildest of statements criticizing Syria was postponed until at least Wednesday afternoon. Several member states — Russia, China and Lebanon — seemed firmly opposed, diplomats said, although the ambassadors of China and Lebanon would only note that further discussion was scheduled.


Russia has been adamant that the use of force in Libya far exceeds the Security Council resolution that authorized efforts to protect Libyan civilians; statements by its senior leaders indicate that Russia will not contemplate anything similar elsewhere in the restive region. Diplomats from other countries also noted certain differences over military actions in Libya.


While the Libyan leader, Col. Muammar el-Qaddafi, threatened to search from alley to alley to root out opposition, Mr. Assad has spoken of reform in Syria and blamed outsiders for the unrest. That stance is influencing some members, diplomats said, although not all.


“The outrageous use of violence to quell protests must come to an end — and now,” the United States Ambassador, Susan E. Rice, told reporters. “The Syrian government’s actions to repeal the decade’s old emergency law and allow for peaceful demonstrations were clearly not serious, given the continued violent repression against protesters.”


Ms. Rice repeated the Obama administration’s contention that Iran was helping Syria to suppress the demonstrations.


Ban Ki-moon, the United Nations secretary general, reiterated his demand for an international investigation into the hundreds of deaths in Syria.


“I condemn, utterly, the continuing violence against peaceful demonstrators, most particularly the use of tanks and live fire that have killed and injured hundreds of people,” Mr. Ban said.


Mr. Jaafari belittled the idea of any investigation other than one already initiated by the Syrian government.


Other world leaders also weighed in on Tuesday.


In Britain, the foreign minister, William Hague, said the European Union was considering sanctions against Syria. “Its government can still choose to bring about the radical reform which alone can bring about peace and stability,” he told the House of Commons. “Or it can choose ever more violent repression.”

Aussie Watson hits record sixes

Australia batsman Shane Watson Watson beat Marshall's record of 12 sixes against Canada Shane Watson hit a record 15 sixes on his way to making the highest one-day innings by an Australian as Bangladesh were crushed by nine wickets.


The 29-year-old, who also hit 15 fours, scored 185 off 96 balls - beating Matthew Hayden's previous total of 181 made against New Zealand in 2007.


"I got a bit of luck," said Watson, who also beat West Indies' Xavier Marshall's record of 12 sixes.


"I had no idea what the sixes record was. I didn't want to run too much."


Former captain Ricky Ponting, who struck the winning runs in a 170-run partnership for the second wicket, hailed his batting partner's performance.


"My job was easy, I just let Shane do what he was doing," said the 36-year-old.


"Shane's now played couple of great innings in last few months. Today's effort was amazing.


"It hasn't sunk in yet. We'll sit back at end of careers and reflect on how amazing that was."


Watson also recorded the sixth-highest one-day score when he struck 161 against England in January this year.


Ponting joined Watson at the crease with the scores on 62-1 after Brad Haddin lost his wicket when he was caught by Mahmudullah off the bowling of Shakib Al Hasan.


The opener, who along with Ponting helped Australia reach 100 inside 15 overs, smashed Suhrawadi Shuvo for four sixes in the 22nd over on his way to helping Australia to their second successive victory over Bangladesh to tie up the three-match series win.


Earlier, Watson also took a wicket and made two catches as the home side laboured to 229-7 from their 50 overs.


The Tigers could only manager 62 in 20 overs and were reduced to 88-5, partly thanks to left-arm paceman Mitchell Johnson, who removed openers Tamim Iqbal [5] and Imrul Kayes [5] before eventually finishing with figures of 3-54.


Mushfiqur Rahim [81 no] and Mahmudullah [38] added some respectibility to the total with a 79-run stand before the latter was out lbw to Watson.

U2 break touring world record

 Bono U2's current worldwide 360° tour has become the highest grossing in history, beating the record previously set by The Rolling Stones between 2005-2007.


The Irish rockers passed the $558 million (£341m) world record following their concert in Sao Paolo, Brazil, last night (10 April).


The tour kicked off in July 2009 in Barcelona and still has more than 20 gigs to go.


More than seven million tickets have been sold to date for 110 shows.


On average U2's 360° Tour packs out 63,000 people each show, taking $6.4 million (£3.9 million) according to Billboard Boxscore.


The final date is 30 July 2011 at the Magnetic Music Hill Musical Festival in Moncton, Canada. Arcade Fire will be the support act.


Before that, they will headline the Friday night of this year's Glastonbury festival on 24 June.


It will be the band's debut at Worthy Farm in Pilton, Somerset.


Their 2010 show was cancelled because lead singer Bono injured his back.
